This announcement applies specifically to anyone staying in or visiting the Yoshiwara Dormitories in the immediate present.
Caesar Anthonio Zeppeli [ yes, she's using his whole government name ] is presently forbidden from setting foot in the dormitory.
Do not let him in. Do not feed him. Do not allow him to bum smokes off you.
He's in time-out.
For those of you unfamiliar with Caesar, he's [ -- hang on -- she's moving to look at him through the window, and wearing a plain white shirt of his that fits like a dress on her -- ] the twenty-something, muscled, blond Italian with tattoos beneath bright green eyes. He's roughly one hundred and eighty centimeters. He will likely be scowling, shaking with anger, and may be cursing my name in Italian.
Don't let him talk you into letting him in before he's had time to think about what he's done. I'll know.
I'll probably let him in eventually.
[ Probably and, really, she will know if someone tries to let him in. One of those curious pitch black sparrows that showed up sometime around the third of the month will be keeping its oddly colored little eyes on him whether she is or isn't sitting in one of the dormitory windows with a glass of Caesar's wine in hand and his bottle beside her, looking at a certain lying liar who's got no ground to stand on. It's a shame she doesn't have any music she could put on without endangering the phone battery she's determined to preserve. ]

[ Read: "friend" and also, mostly. ]
It isn't his first offense.

[ Oh, the way the corners of her mouth turn upward as she looks him dead in the eye through the window. ]

He starts to yell and then, realizing that this will go nowhere, aggressively texts instead!!!]
Are you trying to intimidate me? I don't fear you.

[ Really, is she being too lenient with him? He has the discipline to use hamon effectively; and yet, this is beyond his grasp. ]

Ah, I see. Well...I hope he thinks it was worth it. I'm not sure if locking him out will necessarily teach him or anyone a lesson, but it seems the humiliation might do it instead.

Lying repeatedly, consistently, and poorly would be the sum of it, but this isn't his first offense with me.

Of course, talking like that, Rohan's missing time hasn't caught up to him and that's his saving grace in this situation. Otherwise, she'd absolutely be teasing Mr. Rohan "I Don't Like Muscular Men and Especially Caesar" Kishibe.
She'll save it for now. ]
I can't very well say that here. It doesn't feel like a proper punishment in this situation if he can set his watch and wander off with the expectation he'll be allowed in at a particular time.
[ Probably when she's hungry, though. ]

I mean, you can say 'it depends on when he learns his lesson'. That sounds fair.
What's he in the dog house for? Are you his girlfriend and he got busted?
[ he's going to regret this ]

[ Caesar and his rambling dick. ]

But gee, it sure looks like a fight to me. Unless you're his mom too?
You know, like the Alpha Mom?
[This feels safer to say than Grandma.]

[ Or at the very least someone who knows him well enough to be asking the appropriate question, which reads potentially unsurprised over text to her. ]
He lied to me repeatedly, for starters, but that likely won't surprise you if you know him well enough to be asking that.
[ Of course, if this person knows Caesar that well and they're sharp, they'll likely deduce there's more to it than that. ]
